Every government contract creates a partnership between the government and private enterprise. However, the concept of “Public-Private Partnerships” or “PPPs” is intended to convey more than the usual contractual partnership. This white paper defines PPPs and their history as well as some of the advantages and pitfalls to their use. The analysis provides international examples of successful PPPs and analyzes their key characteristics for success.
